RECOMMENDATION(S):

Approve and Authorize the Health Services Director, or his designee, to execute on behalf of the County, Agreement #29-806 with the City of Concord, Community Development Block Grant (CDBG), to pay the County an amount not to exceed $10,000 for provision of homeless outreach services for the Coordinated Outreach, Referral and Engagement (CORE) Program, for the period from August 1, 2017 through June 30, 2018.

FISCAL IMPACT:

Approval of this agreement will allow the County to receive an amount not to exceed $10,000 from the City of Concord CDBG to provide homeless outreach services. (20% County match is required)

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County will not receive funding and without such funding, the CORE program may have to operate at a reduced capacity.






BACKGROUND:

The CORE Program services locate and engage homeless clients throughout Contra Costa County. CORE teams serve as an entry point into the County’s coordinated entry system for unsheltered persons and work to locate, engage, stabilize and house chronically homeless individuals and families. The Community Development Block Grant Program is funded by the U.S. Department of Housing and Urban Development (HUD) and is a source of public funding providing valuable housing and service benefits to homeless persons of Contra Costa County.  
  
Approval of Agreement #29-806 will allow the County to continue operating CORE and providing services through June 30, 2018. The County is agreeing to indemnify and hold harmless the City for claims arising out of County’s performance under this contract.
