RECOMMENDATION(S):

Approve and authorize the Health Services Director, or designee, to execute, on behalf of the County, Contract #74-314-7 with Shelter, Inc. of Contra Costa County, a non-profit corporation, in an amount not to exceed $2,030,447, to provide housing assistance to Seriously and Persistently Mentally Ill (SPMI) youth and adults for the period from August 1, 2016 through June 30, 2017.

FISCAL IMPACT:

This Contract is funded 100% Mental Health Services Act (MHSA/Proposition 63). (No rate increase)

CONSEQUENCE OF NEGATIVE ACTION:

BACKGROUND:

This Contract meets the social needs of the County’s population in that it provides support services to County residents that are homeless and have a diagnosis of mental illness or a dual-diagnosis of mental illness and substance abuse, and are receiving services of Contra Costa County Mental Health or other approved referral agencies.
On July 28, 2015, the Board of Supervisors approved Novation Contract #74-314-6 with Shelter, Inc., of Contra Costa County, for the period from August 1, 2015 through July 31, 2016, for the provision of housing assistance to SPMI youth and adults.
Approval of Contract #74-314-7 will allow Contractor to continue providing services through June 30, 2017.

CONSEQUENCE OF NEGATIVE ACTION: (CONT'D)

If this contract is not approved, SMPI youth and adults will not receive the housing assistance they need, putting them at risk for remaining homeless and requiring higher levels of care for mental illness and/or substance abuse.

CHILDREN'S IMPACT STATEMENT:

This Proposition 63 program supports the following Board of Supervisors’ community outcomes:

(5) “Communities that are Safe and Provide a High Quality of Life for Children and Families” community outcome by providing temporary shelter services to SMPI transitional-aged youth to stabilize their situation.
