RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute an Assignment, Assumption, and Consent with Capitol Strategies Consulting, Inc. for the Software and Services Agreement originally contracted with Sybatech, Inc. in an amount not to exceed $35,000 for the original period January 1, 2015 through December 1, 2018.

FISCAL IMPACT:

Cost neutral.

BACKGROUND:

The Contra Costa County Fire Protection District (District) licenses CodePal software for managing permitting, building plans, and inspection processes in the District's Fire Prevention Bureau. The District entered into a Software and Services Agreement with Sybatech Inc. to review and refresh the District's CodePal database, install a public-facing web interface, and other related work for the period January 1, 2015, through December 31, 2018. Capitol Strategies Consulting, Inc. has acquired CodePal software, and Sybatech, Inc. transferred all CodePal related contracts and work to Capital Strategies Consulting, Inc. An Assignment, Assumption, and Consent will allow the District to continue to receive the software and services outlined in the agreement with Sybatech, Inc.


CONSEQUENCE OF NEGATIVE ACTION:

The District will not be able to compensate the new vendor for software and services without allowing it to assume the existing contract.
