RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Agreement #23–534-1 with County of Los Angeles, a government agency, in an amount not to exceed $40,000 for County’s participation in the Low Income Health Program (LIHP), including mutual indemnification, upon execution of this agreement by the parties, through December 31, 2016.

FISCAL IMPACT:

The Agreement is funded 100% by Enterprise I funds. No other County funds required.













BACKGROUND:

As part of the California’s Bridge to Reform Section 1115(a) Medicaid Demonstration, Contra Costa County, (“Participating Entity”) and Los Angeles County, (“Host County”) has agreed to help fund a share of the California Department of Health Care Services (“DHCS”) Medicaid administrative cost related to administering the LIHP at the state level, by Contracting with the Host County. Los Angeles has volunteered to be the Host County for the State LIHP project. The Host County will collect and disburse to the Department of Health Care Services (DHCS) payments of Participating Entity’s applicable non-federal share owed from each participating LIHP and then issue one payment to the Department of Health Care Services based on the total non-federal share owed, through June 30, 2014. This agreement included mutual indemnification to hold harmless both parties for any claims arising out of the performance of this Contract.  
  
Approval of Agreement #23-534-1 will allow the County of Los Angeles to continue participation in the Low Income Health Program, through December 31, 2016. This agreement includes mutual indemnification to hold harmless both parties for any claims arising out of the performance of this Contract.

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved, the County will not be able to participate and support the Low Income Health Program.
