RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #22–137–49 with Meals on Wheels and Senior Outreach Services, a non-profit corporation, in an amount not to exceed $351,687, to provide home-delivered meals for the Senior Nutrition Program, for the period from July 1, 2015 through June 30, 2016. This Contract includes a three-month automatic extension through September 30, 2016, in an amount not to exceed $87,922.

FISCAL IMPACT:

This Contract is 100% federally funded under Title III C 2 of the Older Americans Act of 1965. (Rate increase)










BACKGROUND:

This Contract meets the social needs of County’s population by providing home-delivered meals on 250 serving days, to an average of 830 senior citizens, to ensure they receive at least one third of their daily nutritional requirements. On July 29, 2014 the Board of Supervisors approved Novation Contract #22-137-47 (as amended by Contract Amendment Agreement #22-137-48) with Meals on Wheels and Senior Outreach Services of Contra Costa for the period from July 1, 2014 through June 30, 2015, which included a three-month automatic extension through September 30, 2015, for the provision of home-delivered meals for the Senior Nutrition Program.  
  
Approval of Novation Contract #22-137-49 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2016, including modifications to County’s standard indemnification clause and General Conditions.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s homebound senior citizens will not receive Senior Nutrition Program meals, which provide at least one third of their daily nutrition.
