RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #24-960-24 with Touchstone Counseling Services, Inc., a non-profit corporation, in an amount not to exceed $200,000, to provide mental health services to recipients of the CalWORKS Program for the period from July 1, 2015 through June 30, 2016. This Contract includes a six-month automatic extension through December 31, 2016, in an amount not to exceed $100,000.

FISCAL IMPACT:

This Contract is funded 100% State Cal-WORKS Program fund. (No rate increase)

BACKGROUND:

In March 2015, the County Administrator approved and the Purchasing Services Manager executed Contract #24-960-24 with Touchstone Counseling Services Inc., for the provision of mental health services to recipients of the Cal-WORKS Program, for the period of January 1, 2015 through June 30, 2015, which included a six-month automatic extension through December 31, 2015. Approval of Novation Contract #24-960-24 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing mental health services through June 30, 2016.


CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Cal-WORKS recipients will not have access to Contractor’s services.
