RECOMMENDATION(S):

APPROVE the Rio Vista Elementary School Pedestrian Connection Project (Project), as recommended by the Public Works Director, Bay Point area. [County Project No. 0662-6R4141, DCD-CP# 15-21] (District V).  
  

DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption, pursuant to Article 19, Section 15301 of the CEQA Guidelines, and  

  




RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and  
  
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.  

FISCAL IMPACT:

76% Active Transportation Program-Safe Routes To School Funds, 24% Local Road Funds.

BACKGROUND:

The purpose of this project is to provide pedestrian facilities along a segment of Pacifica Avenue, which students at Rio Vista Elementary School, Shore Acres Elementary School and Riverview Middle School use to walk to and from the school sites. The project will extend the distance of sidewalk along Pacifica Avenue, provide improved access for the mobility impaired and provide paved area for bicyclists. Overall, the project will improve safety for children walking and biking to the school sites and residences in the surrounding neighborhood. This project will provide approximately 525 linear feet of 5 foot wide sidewalk, curb, gutter, driveways, driveway conforms, ADA compliant curb ramps, storm drain improvements and a 5-foot-wide bike lane on the north side of Pacifica Avenue, from Mariners Cove Drive to 525 feet west.

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay of construction, and may jeopardize funding.
