RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department director, or designee, to submit an application to and accept funding from the Department of Health and Human Services Administration for Children and Families in an amount not to exceed $750,000 for Early Head Start supplemental funding for the term January 1, 2015 - June 30, 2016.

FISCAL IMPACT:

The County, as Grantee, is required to generate a 20% non-federal in-kind match not to exceed $187,500 (see chart below). This match is achieved through collaboration with State Child Development programs and the volunteer hours accrued by Head Start parents and community partners.

BACKGROUND:

Administration for Children and Families (ACF) routinely provides expanded funding opportunities throughout the program year. The Office of Head Start recognizes that grantees will identify needs for additional funding during the initial implementation phase that were not apparent at the time of the initial award. The department has identified the need for additional funds to address health and safety improvements, supplies, materials and furniture, professional development, management systems and facility improvement. These identified areas will build program capacity, improve quality and address facilities needs for the coming years.


This board order seeks approval to submit an application to ACF for the Early Head Start Childcare Partnership grant supplemental funds. The original funding application was submitted to the Office of Head Start, in the Administration for Children and Families division of the federal Department of Health and Human Services on August 20, 2014. The grant application is due to ACF on October 1, 2015. The application was reviewed and approved by the Policy Council on September 26, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, funding will be lost to operate the program.

CHILDREN'S IMPACT STATEMENT:

The Community Services Bureau of the Employment & Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
