2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
  Mr. Douglas Dunn spoke during public comment regarding Laura's Law.  He provided written comments, which Supervisor Piepho requested be sent to the Family & Human Services Committee as well as given to the County Administrator staff assigned to the Laura's Law project.
             
3. Staff recommends approval of the Record of Action for the July 28, 2014 meeting.
  The Record of Action for July 28, 2014, Finance Committee meeting was approved as recommended.

4. Accept attached Capital Projects Report.
  Ramesh Kanzaria presented the Quarterly Capital Report.  Chair Mary Piepho reminded the Committee that funded projects in the amount of $59 million was quite small considering there were approximately $250 million in outstanding deferred maintenance projects as of the last report.

5. CONSIDER accepting Department of Conservation and Development's attached recommendations regarding 2015-2020 Consolidated Plan Priorities and Revision of CDBG Funding Allocation Policy.
  Gabriel Lemus, CDBG Program Planner with the Department of Conservation and Technology presented a report and recommendation regarding 2015-2020 Consolidated Plan Priorities and Revision of the CDBG Funding Allocation Policy.  The Committee considered the program and recommended the Committee forward a recommendation for approval to the full Board of Supervisors.

6. CONSIDER accepting Department of Conservation and Development's attached recommendations regarding a request for additional CDBG Funds for Infrastructure/Public Facility Projects.
  Gabriel Lemus, CDBG Program Planner with the Department of Conservation and Technology presented a report and recommendation regarding allocating $50,000 in recaptured CDBG funds to the following two projects:  Ambrose Recreation and Park District ($35,000) for new flooring in the Community Center's auditorium and Community Housing and Development Corporation of North Richmond ($15,000) for the North Richmond Senior/Community Center.  The Committee asked questions of the District and Community Center representatives, considered the proposals, and recommended the Committee forward a recommendation for approval to the full Board of Supervisors.

7. Consider updated materials and direct staff to update binder.
  Lisa Driscoll presented an update to the Special Revenues Administered by the Board of Supervisors binder for Keller Canyon Landfill Surcharge and Mitigation Fees.  The binder material will be updated and posted to the web in the new year.

  The November 24, 2014 meeting was cancelled.
             
9. Adjourn
