RECOMMENDATION(S):

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a Memorandum of Understanding with the County of San Mateo's Northern California Regional Intelligence Center to share information regarding narcotics trafficking, organized crime, and terrorism related activities for the term of November 1, 2022 through December 31, 2023.

BACKGROUND:

The Sheriff of the County of San Mateo is requesting Contra Costa County Office of the Sheriff's participation in supporting the Northern California Regional Intelligence Center (NCRIC). NCRIC is a multi-jurisdictional public safety information fusion center compromised on the Northern California High Intensity Drug Trafficking Area. NCRIC was created to assist local, state, federal and tribal public safety agencies and critical infrastructure locations with the collection, analysis and dissemination of all crime threat information. It is the mission of the NCRIC to protect the citizens of the counties within its area of responsibility from the threat of narcotics trafficking; organized crime; international, domestic and street terrorism related activities through information sharing and technical operation support to public safety agencies. The agreement has an indemnification provision which provides that San Mateo County will defend and indemnify Contra Costa County for injuries or losses arising from the performance of the agreement.

CONSEQUENCE OF NEGATIVE ACTION:

If unapproved, the Northern California Regional Intelligence Center (NCRIC) will remain unsupported, and the County's information sharing partnership with local state and federal agencies, which is paramount in identifying, preventing and responding to all regional hazards will be diminished.
