1. Roll Call
  Staff provided instruction for access to English live transcription (automated closed captioning), and live simultaneous Spanish and American Sign Language interpretation, and then conducted roll call. Due to the number of absences, all members present were eligible to vote. There were approximately 71 participants.
             
2. Staff recommends MXCAB receive the Record of Action for the December 8, 2021 meeting.
  The record of action was accepted as presented.

3. CONSIDER developing MXCAB recommendations to Board of Supervisors for the remaining $12 million in unalocated Measure X funds.
  Chair Moore introduced the discussion of making recommendations to the Board of Supervisors regarding unallocated Measure X funding.  Members of the MXCAB expressed their opinions and offered ideas.  After a general discussion, motions, public comment, and voting, the following two motions passed unanimously:

Motion #1:
Recommend using the unallocated one-time funds to 1) add to the existing Innovation Fund; 2) set aside funds for the guaranteed income pilot project; and 3) add funds to the Contra Costa Cares program to expand services.
 
Motion #2:
Recommend using the unallocated on-going funds to fund the following top priorities from the previous MXCAB priority list: 


1. Community Based Mental Health for At-Risk Populations Including AAPI, Latino, LGBTQ+, and African Americans;
2. Services for Children with Disabilities;

3. Tenant Legal Services and Support;
4. Subsidized Childcare;
5. Substance Abuse Treatment;
6. Community Based Aging Services;
7. Public Defender Front End-Advocacy Teams; and
8. Stand Together Contra Costa - removal defense, social services

4. Discuss status of potential $6.6 million in MX funding for the Sheriff's Department (Mariana Moore, Chair)
  Due to lack of time, the item was deferred to the next meeting.
             
5. Discuss process for creating 2021 community needs assessment report (Mariana Moore, Chair)
  Due to lack of time, the item was deferred to the next meeting.
             
6. Discuss MXCAB process for evaluating outcomes and impacts of Measure X funding (Mariana Moore, Chair)
  Due to lack of time, the item was deferred to the next meeting.
             
7. Discuss scheduling future MXCAB meetings (Mariana Moore, Chair)
  Chair Moore introduced the topic of future MXCAB meetings.  Following the outcome of the earlier google poll, recurring meetings will be held on a fixed Wednesday at 5:00 PM.  The specific Wednesday has not yet been determined.
             
8. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limiteed to one minute).
  Chair Moore asked for and received public comment from one member of the public.  Written comments received from the public are attached.

9. The next meeting is not currently scheduled.
  The next meeting will be in March 2022.
