6. RECEIVE Report on Options for Bringing More Electric Vehicles into the County Fleet, and PROVIDE DIRECTION as appropriate.
  Joe Yee, Deputy Director, Department of Public Works, reviewed the staff report on options for bringing more electric vehicles (EVs) into the County fleet.  Under fleet manager Carlos Velasquez, the County has increased the number of EVs in the County fleet.  As battery range increases, employees should be more willing to drive EVs. The most immediate opportunity right now for County vehicles is with sedans. Over time, Public Works estimates there are 182 sedans that can be converted to EVs. Car manufacturers are starting to manufacture all-electric sport utility vehicles, another big segment of the County fleet.

Yee stated that the bottleneck to using more electric vehicles is installing the infrastructure for charging them.  The County is working with PG&E and Electrify America to pursue funding opportunities for installing chargers.  Yee explained the importance of having adequate electric service at a building site to support the additional load electric vehicles can add.

The Committee discussed the policy issues raised in the staff report.  On the issue of who pays for cars, charging infrastructure, and chargers at County facilities, the Committee directed that departments should continue to pay the vehicle cost. Departments will see life cycle savings because EVs are less expensive to maintain and operate.  The County's fleet policy and/or implementing Administrative Bulletin may need to be amended to reflect that departments should purchase electric vehicles as they become available on the market.  The Committee suggested that savings from EV operation should be invested into upfront infrastructure costs.  

On the issue of whether departments should be required to pay costs associated with wiring and trenching for chargers, and the actual chargers, the Committee directed staff to work with the County Administrator's Office (CAO) to amend the current policy to reflect shared costs. There are some departments whose costs are reimbursed by Federal or State programs; the Committee suggested those departments could cover costs for EV infrastructure. The EV infrastructure costs for other departments should be included in the County budget.  These costs should come out of the General Capital fund managed by the CAO.

On the issue of use policies for charging County vehicles, the Committee suggested that questions about when to charge vehicles is an operational issue that staff should resolve.  The Committee directed staff to develop a master plan for EV charging infrastructure. The Committee suggested that charger use policies should consider (1) County-owned vehicles used for County business, and (2) employee-owned vehicles and the public.  The Committee agreed that employees should be able to charge personal vehicles at a cost if a charger is not needed to charge a County vehicle; the priority for charging at chargers in County parking areas designated for employees should be County vehicles.  At all chargers, pricing policies should increase after a certain time period to ensure vehicles are moved and chargers are available to more cars. The Committee suggested the County's Economic Development Director should be involved in these discussions.


Staff noted that at buildings the County leases it may not be as easy to install chargers.  The Committee directed staff to work with owners of properties the County leases to encourage them to install EV chargers. This should include providing information to landlords about the benefits of EV charging and the interest from County employees who work in those facilities, which data staff has from the employee survey.

The Committee directed staff to report back to the Committee on updates to the County's policies and Administrative Bulletins to reflect:
  • Purchase of electric vehicles as vehicles in the County fleet are replaced, starting with sedans and including other types of vehicles as they become commercially available;
  • Investing savings from EVs into EV infrastructure;
  • How costs for purchasing and installing chargers, including wiring and trenching, will be allocated between departments and the General Capital fund; and
  • Policies for charging County vehicles, employee vehicles, and vehicles belonging to the public.
The Committee also directed staff to:
  • Work with landlords to install EV charging infrastructure at facilities the County leases; and
  • Develop a master plan for EV chargers.

7. Recommend that the Board of Supervisors APPROVE and AUTHORIZE the Public Works Director, or designee, to submit an application to enroll and to participate in the California Air Resources Board (CARB) Low Carbon Fuel Standard (LCFS) program.  
 
  Warren Lai, Deputy Director, and Frank DiMassa, Energy Manager, in the Department of Public Works reviewed the Low Carbon Fuel Standard program and the opportunities it provides the County.  The Committee recommended that the Board of Supervisors approve and authorize the Public Works Director, or designee, to enroll and participate in the program.

8. RECEIVE report from Sustainability Commission Chair.
  Victoria Smith, Sustainability Commission Chair, told the Sustainability Committee that the Sustainability Commission in December approved its 2018 Annual Report and 2019 Work Plan. The Annual Report and Work Plan will come to the Board on February 12, 2019.  The Commission notes that there are challenges in tracking progress on the measures in the current Climate Action Plan; hopefully the update will use measures that are easier to track. 

The Commission this year will focus on the ongoing updates to the Climate Action Plan and General Plan. Smith will serve as the representative from the Sustainability Commission to the Technical Advisory Committee for the General Plan.  

The Commission is developing guidelines for ensuring environmental justice is incorporated into County climate action work. 
             
9. RECEIVE REPORT from County Sustainability Coordinator.
  Jody London, Sustainability Coordinator, reviewed the information included in the written report provided with the agenda.  The Committee asked that it receive an update on County green purchasing practices at an upcoming meeting, as well as ongoing County transportation planning work.
             
10. The next meeting is TBA.
  The Sustainability Committee will meet the fourth Monday in the months of January, March, May, July, September, and November. Some meetings may need to be changed to accommodate holidays. The next meeting is currently scheduled for May 27.
