RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director or designee to execute a contract amendment with Donald R. Lemings (dba D.R. Lemings Construction Company) effective January 1, 2015, to extend the termination date from December 31, 2014 to February 28, 2015, to continue to provide abatement and demolition services for the I-80/San Pablo Dam Rd. Interchange Improvement Project, with no change to the original payment limit of $166,270.

100% Contra Costa Transportation Authority Funds (CCTA).








BACKGROUND:

On behalf of CCTA, the County acquired residential improvements identified as 5303 Riverside Avenue and 1422 Humboldt Avenue in San Pablo as part of right of way requirements for the I-80/San Pablo Dam Rd. Interchange Improvement Project. On October 7, 2014, the County Board of Supervisors approved an abatement and demolition Contract with D.R. Lemings Construction Company (Contractor) for the period of August 20, 2014 through December 31, 2014, in order to demolish the above mentioned improvements and to also remove and dispose of contaminated soil from those locations. Due to unforeseen delays from Clean Harbor Landfill, the Contractor is unable to properly remove and dispose of the contaminated soil until the Landfill is able to accept material beginning January 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If contract amendment is not approved by the Board of Supervisors, the sites will not be available in time for pre-construction work to begin May 2015.
