RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #24-710 with Youth Homes, Inc., a non-profit corporation, in an amount not to exceed $423,842, to provide Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) Services for the period from December 5, 2013 through June 30, 2014.

FISCAL IMPACT:

This Contract is funded 68% by the Mental Health Services Act and 32% by Federal Financial Participation.

CONSEQUENCE OF NEGATIVE ACTION:

BACKGROUND:

This Contract meets the social needs of County’s population by providing a comprehensive range of services and supports, including intensive individualized mental health services to transitional aged youth who are experiencing serious mental illness, likely to exhibit co-occurring disorders, and from underserved populations.

Under Contract #24-710, Contractor will provide MHSA PEI services including a Transition Age Youth Full Service Partnership Program through June 30, 2014.

CONSEQUENCE OF NEGATIVE ACTION: (CONT'D)

If this contract is not approved, transitional-aged youth in Contra Costa County will not have access to Contractor’s mental health services, leading to reduced levels of service to the community and potential placement in higher levels of care.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
