RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to apply for and accept grant funding from the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) Program, Fire Prevention and Safety (FP&S) Grant, in an amount not to exceed $200,000 for fire prevention, public education, and fire/arson investigation equipment and support.

FISCAL IMPACT:

The Fire District could receive up to $200,000 in federal funds if all three grants are awarded. This amounts to 80% of project costs. There is a 20% local agency match requirement. Projected matching funds are $50,000. The grant award may be lower than the amount requested and will be for a period of one year from the effective date of award. (80% Federal/ 20% Special District Revenues).

BACKGROUND:

The FP&S Grants are part of the AFG Program and support projects that enhance the safety of the public and firefighters from fire and related hazards. The primary goal is reduce injury and prevent death among high-risk populations.

Three separate grants will be submitted as follows:

General Education/Awareness: This request is for funding of a comprehensive residential smoke alarm installation and replacement program, including funds for personnel costs and equipment to fulfill the program. Total project costs are $192,500. District match is $38,500.

Fire and Arson Investigation: This request is for the purchase of video surveillance equipment and other specialized equipment used by our fire investigators in the cause and origin determination of fires and the successful apprehension of those responsible for causing these fires. The total project cost is $7,500. District match is $1,500.

Code Enforcement/Awareness: This request is for funding to support conducting inspections of multi-family residential occupancies. The total project cost is $50,000. District match is $10,000.

CONSEQUENCE OF NEGATIVE ACTION:

Without this federal grant funding, the District will not be able to fully provide these fire prevention and public education activities to enhance the safety of the public and firefighters.
