RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Standard Agreement (Amendment) #29-764-21 (State #03MR003, A11) with the State of California, Managed Risk Medical Insurance Board, effective January 1, 2013, to amend Standard Agreement #29-764-9 (as amended by Amendment Agreements #29-764-10 through #29-764-20), to increase the amount paid to County by $246,148, from $2,705,616, to a new total payment of $2,951,764 and extend the term from December 31, 2012 through December 31, 2013.

FISCAL IMPACT:

Approval of this Standard Agreement (Amendment) will result in an increase of $246,148 of State funding for the Major Risk Medical Insurance Program. No County match is required.


BACKGROUND:

This State program is designed to provide health insurance to Californians who are unable to obtain coverage on the open market. Eligible Californians include those who have been denied individual or small group coverage within the previous twelve months, those who have been involuntarily terminated from health insurance coverage for reasons other than non-payment of premiums, and those who have been requested to pay health insurance premiums higher than the Major Risk Medical Insurance Program subscriber rate.  
  
On July 15, 2003, the Board of Supervisors approved Standard Agreement #29-764-9 (as amended by subsequent Amendment Agreements #29-764-10 through #29-764-20) with the State of California, Managed Risk Medical Insurance Board, for the period from July 1, 2003 through December 31, 2012, for Contra Costa Health Plan-Community Plans participation in the Major Risk Medical Insurance Program.   
  
Approval of Standard Amendment (Agreement) #29-764-21 will allow additional funds and extend services to Contra Costa Health Plan members and County recipients through December 31, 2013.   

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved Contra Costa Health Plan would lose additional funding and not be able to provide healthcare coverage for Contra Costa County residents participating in the Major Risk Medical Insurance Program.
