RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #74-456 with Contra Costa ARC, a non-profit corporation, in an amount not to exceed $366,667, to provide mental health services to children and families in a substance abuse treatment setting for the period from November 1, 2012 through June 30, 2013.

FISCAL IMPACT:

This Contract is funded 45% by Federal Financial Participation, 45% Mental Health Realignment and 10% First 5 Contra Costa Children’and Families Commission funds.

BACKGROUND:

This Contract meets the social needs of County’s population by providing mental health services to children, ages 0-5, their mothers and families who are enrolled in a substance abuse treatment program. Contractor’s programming and services will focus on strengthening and maintaining mother-child relationships as a key factor in health early childhood development.

Under Contract #74-456, Contractor will provide mental health services in a substance abuse treatment setting through June 30, 2013.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, young children and mothers will have reduced access to resources and treatment to promote healthy children and parents.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
