RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to execute a contract amendment with Freschi Air Systems, Inc. to increase the payment limit by $95,000 to a new limit not to exceed $282,000 for the service and maintenance of heating, ventilation, and air conditioning (HVAC) equipment with no change to the contract term of March 1, 2010 to February 28, 2014.

FISCAL IMPACT:

This Amendment increases the payment limit by $95,000 for the final two years of the Contract. The original Contract contains a provision under Invoicing and Payment Provisions that provides for an increase to the amounts specified in Exhibit A. Specifically, the amounts specified in Exhibit A are to increase by the average percentage of increases in the Consumer Price Index for the 24-month period prior to the month of February 2012. This Amendment also adds two facilities to the maintenance agreement – i.e., the Fire Prevention Bureau-East office and the Fire Investigations office.






BACKGROUND:

The Contra Costa County Fire Protection District (District) has 36 facilities and approximately 140 pieces of HVAC equipment. It is both economically and operationally efficient to have a guaranteed maintenance agreement in place for HVAC equipment. The agreement ensures that District equipment is maintained to its highest operating level and that in the event of a mechanical problem, a qualified and obligated service provider will respond to make repairs in a timely manner.

CONSEQUENCE OF NEGATIVE ACTION:

Without an HVAC guaranteed maintenance agreement, District equipment would not operate in an energy efficient manner and would be subject to lengthy repair delays in the event of mechanical failures. Further, the health and welfare of District personnel could be adversely impacted by improperly maintained equipment. This is particularly noteworthy given the 24/7 nature of emergency response operations.
