RECOMMENDATION(S):

ADOPT Blackhawk GHAD Resolution No. 2013/01 removing “Interim” from title of GHAD Manager and Clerk.  

FISCAL IMPACT:

The GHAD is funded 100% through assessments levied on properties within the GHAD. Therefore, there is no impact on the County General Fund.  

BACKGROUND:

On June 4, 1985, the Contra Costa County Board of Supervisors adopted Resolution No. 85/289 approving the formation of the Blackhawk Geologic Hazard Abatement District (GHAD) and appointed itself to serve as the GHAD Board of Directors. On March 15, 2011 the GHAD Board confirmed its appointment of Sands Constructions Company, Inc. to serve as the “Interim” GHAD Manager/Clerk following the resignation of Kleinfelder. Sands Construction has been efficiently and effectively managing the GHAD for over 1 ½ years and it is recommended that the “Interim” title be removed.  

CONSEQUENCE OF NEGATIVE ACTION:

The GHAD Attorney will continue to be appointed by the GHAD Manager and not the GHAD Board.
