RECOMMENDATION(S):

APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept a grant in the amount of $3000 from the Association for Library Service to Children BWI Summer Reading Program Grant for the period January 1, 2013 through December 31, 2013.

FISCAL IMPACT:

No library fund match.

BACKGROUND:

Grant funds will allow the Library to acquire additional children’s materials on the newly acquired Axis 360 e-book platform. Items purchased with grant funds will reflect the 2013 Summer Reading Festival theme, Reading is so Delicious, with the purchase of children’s e-books on nutrition, cooking, and health. Items purchased will include electronic picture books, easy readers, juvenile fiction and young adult fiction. Grant funds will also purchase two iPad Minis. The library will use these devices to demonstrate Axis 360 to students, teachers, parents and caregivers within county schools.

Axis 360 is the only e-book platform that successfully meets the Association of Specialized and Cooperative Library Agencies mandate that library materials be accessible to all patrons including people with disabilities. Axis 360 has been recognized by National Federation of the Blind for being an accessible library system offering blind and other print-disabled people the opportunity to read books as effectively as sighted people do.   

CONSEQUENCE OF NEGATIVE ACTION:

If the grant funds are not received then the additional materials will not be purchased.

CHILDREN'S IMPACT STATEMENT:

The grant meets the Children’s Report Card elements of Children Ready for and Succeeding in School and Communities that are Safe and Provide a High Quality of Life for Children and Families. Materials purchased with grant funds will support success in school by assisting with reading readiness. Materials will also expand the quality and quantity of electronic materials available to children with disabilities and who have difficulty reading traditional print materials.
