RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #24–927–17 with Community Health for Asian Americans, a non-profit corporation, in an amount not to exceed $1,588,949, to provide mental health services, wraparound services, and dual-diagnosis treatment services for the period from July 1, 2012 through June 30, 2013. This Contract includes a six-month automatic extension through December 31, 2013, in an amount not to exceed $794,475.

FISCAL IMPACT:

This Contract is funded 48% by Federal Financial Participation, 48% by Mental Health Realignment, 1% by County Public Health and 3% by Non-MediCal Mental Health Realignment. (No rate increase)









BACKGROUND:

This Contract meets the social needs of County’s population by providing school and community based mental health services, including: assessments, individual, group and family therapy; medication support, case management, outreach, and crisis intervention services, to an underserved Asian population and will result in greater home, community, and school success. This Contract also provides day treatment and mental health services to dually diagnosed adolescents admitted into the West County Youth Drug Court, in order to reduce unsafe behavior, improve school attendance and performance, avoid out-of-home placement, and deal with emotional problems.  
  
On December 6, 2011, the Board of Supervisors approved Novation Contract #24–927–16 with Community Health for   
Asian Americans for the period from July 1, 2011 through June 30, 2012, for the provision of school and community based mental health services in West County.  
  
On February 7, 2012, the Board of Supervisors approved Contract #74-313-7 with Community Health for Asian Americans for the period from January 1, 2012 through June 30, 2012, for the provision of school and community based mental health services in East County.  
  
Both Contracts included a six-month automatic extension through December 31, 2012.  
  
Approval of Novation Contract #24–927–17 combines similar children’s mental health services, replaces the automatic extensions under the prior Contracts, allowing the Contractor to continue providing services throughout East and West County, through June 30, 2013  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Asian American and other ethnic groups receiving community mental health services throughout the County would have reduced access to services in school, drug court and clinic settings.

CHILDREN'S IMPACT STATEMENT:

This Program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decrease in juvenile offender recidivism as measured by probation database information.
