RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #24–928–19 with Fred Finch Youth Center, a non-profit corporation, in an amount not to exceed $450,000, to provide school-based day treatment and mental health services, for the period from July 1, 2012 through June 30, 2013. This Contract includes a six-month automatic extension through December 31, 2013, in an amount not to exceed $225,000.

FISCAL IMPACT:

This Contract is funded 49% by Federal Financial Participation, 49% by County Realignment and 2% by Mt. Diablo Unified School District. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing school and community based mental health services including: assessments, individual, group and family therapy, medication support, case management, outreach and crisis intervention services for Seriously Emotionally Disturbed (SED) children and their families.

On January 17, 2012, the Board of Supervisors approved Novation Contract #24-920-18 with Fred Finch Youth Center, for the period from July 1, 2011 through June 30, 2012, for the provision of day treatment services for dual diagnosis adolescents.  
  
In January 2011, the County Administrator approved and Purchasing Services Manager executed, Novation Contract #74-187-11, for the period from July 1, 2011 through June 30, 2012, for the provision of therapeutic behavioral services.  
  
On February 7, 2012, the Board of Supervisors approved Novation Contract #24–928–18 with Fred Finch Youth Center, for the period from July 1, 2011 through June 30, 2012, for the provision of school-based day treatment and mental health services for students in the Mt. Diablo Unified School District.  
  
Each of these Contracts included a six-month automatic extension through December 31, 2012.  
  
Approval of Novation Contract #24–928–19 combines similar Children’s Specialty Mental Health services, replaces the automatic extensions under the prior Contracts, and allows the Contractor to continue providing services through June 30, 2013.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED children within Contra Costa County will have reduced access to mental health services as the County solicits and engages an alternative Contractor.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
