RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–196–14 with Anka Behavioral Health, Incorporated, a non-profit corporation, in an amount not to exceed $237,625, to provide outpatient Medi-Cal drug treatment services, for the period from July 1, 2012 through June 30, 2013. This Contract includes a six-month automatic extension in an amount not to exceed $118,812, through December 31, 2013.

FISCAL IMPACT:

This Contract is funded 50% by Federal Drug Medi-Cal and 50% by State Drug Medi-Cal. No County funds are required. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing specialized substance abuse treatment services so that adults with co-occurring mental disorders are provided an opportunity to achieve sobriety and recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families as productive individuals.

On September 27, 2011, the Board of Supervisors approved Contract #74–196–13, with Anka Behavioral Health, Incorporated, for the period from July 1, 2011 through June 30, 2012, which included a six-month automatic extension through December 31, 2012, for the provision of Medi-Cal drug abuse treatment services.  
  
Approval of Contract #74–196–14 will allow the Contractor to continue providing services through June 30, 2013.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County residents with co-occurring substance abuse and psychiatric disorders may not receive outpatient substance abuse treatment services, including individual counseling treatment and group counseling treatment services.
