RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–287–7 with FamiliesFirst, Inc., a non-profit corporation, in an amount not to exceed $269,910, to provide school-based mental health services to seriously emotionally disturbed students in the Mount Diablo Unified School District, for the period from July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic extension through December 31, 2012, in an amount not to exceed $134,955.

FISCAL IMPACT:

This Contract is funded 30% by Federal FFP Medi-Cal, 30% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) and 40% by the Mount Diablo Unified School District. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing state-mandated school-based mental health services to seriously emotionally disturbed Mount Diablo Unified School District students, and their families.

On January 11, 2011, the Board of Supervisors approved Novation Contract #74–287–6 with FamilesFirst, Inc. for the period from July 1, 2010 through June 30, 2011, which included a six-month automatic extension through December 31, 2011, for the provision of school based mental health services for seriously emotionally disturbed students in the Mt. Diablo Unified School District and their families.  
  
Approval of Novation Contract #74–287–7 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2012.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County will be out of legal compliance with federal IDEA law that mandates a free and appropriate education for seriously and emotionally disturbed children.

CHILDREN'S IMPACT STATEMENT:

This IDEA program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School” and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
