RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–279–6 with Young Men’s Christian Association of the East Bay, a non-profit corporation, in an amount not to exceed $402,168, to provide school-based mental health services to Seriously Emotionally Disturbed (SED) students in West County for the period from July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic extension through December 31, 2012, in an amount not to exceed $201,084.

FISCAL IMPACT:

This Contract is funded 50% by Federal FFP Medi-Cal and 50% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT). (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing school and community based mental health services to County-designated SED elementary, middle school, and high school students within the Western Contra Costa Unified School District (WCCUSD), and their families.

On December 14, 2010, the Board of Supervisors approved Novation Contract #74–279–5 with Young Men’s Christian Association of the East Bay, for the period from July 1, 2010 through June 30, 2011, which included a six-month automatic extension through December 31, 2011, for the provision of school-based mental health services to SED students in West Contra Costa County.  
  
Approval of Novation Contract #74–279–6 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2012.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED elementary, middle school, and high school students within the WCCUSD will experience delays receiving the school and community-based mental health services they need, and may later require treatment at a higher level of service.

CHILDREN'S IMPACT STATEMENT:

This EPSDT program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
