RECOMMENDATION(S):

APPROVE the Purchase and Sale Agreement and ACCEPT the Grant Deed from Contra Costa Water District for a portion of Assessors Parcel Number 007-010-007. (District V)  
  

AUTHORIZE the Public Works Director, or designee, to execute said Purchase and Sale Agreement on behalf of Contra Costa County (County).

AUTHORIZE the Auditor-Controller to issue a check in the amount of $104,200.00 payable to Fidelity National Title Insurance Company, 501 Sycamore Valley Road West, Danville, CA 94526; their Escrow No. 11-336317-DH; Attention: Debbie Heiden, phone (925) 831-9200. (ACQ/3540) DCD-CP# 11-10  
  
DIRECT the Real Property Division of the Public Works Department to have the above referenced Grant Deed delivered to the Title Company for recording in the Office of the County Recorder.   

FISCAL IMPACT:

The estimated project cost is $600,000 and is funded by 80% Federal Highway Safety Improvement Program (HSIP) and 20% by Proposition 1B State Funds.

BACKGROUND:

On September 13, 2011, this Board approved adopted the Negative Declaration and Finding of No Significant Impact pertaining to the Deer Valley Road Safety.  
  
The purpose of this project is to widen and realign a segment of Deer Valley Road, an existing arterial route in eastern Contra Costa County. The project will begin approximately 1700 feet south of Chadborne Road and end 3200 feet south of Chadborne Road. The widening and realignment will bring the existing pavement width and curve within this segment of Deer Valley Road up to current design standards. The land acquisition includes the purchase of additional land for future anticipated road improvements to the north and south of this project.  

CONSEQUENCE OF NEGATIVE ACTION:

The project will not have sufficient land rights to allow construction in accordance with the approved plans and specifications and may jeopardize funding.
