RECOMMENDATION(S):

Approve and authorize the Purchasing Agent, on behalf of Health Services Department, to execute a Change Order to Purchase Order #38561 with Clarity Software Solutions, Inc., to add additional funds in the amount of $650,000 for a new total of $1,000,000 and to extend the current term through June 30, 2012, for continuation of printed Contra Costa Health Plan (CCHP) member materials and ID cards.

FISCAL IMPACT:

Total cost of $1,000,000.00 is budgeted in Enterprise II. (No rate increase)  










BACKGROUND:

Contra Costa Health Plan is mandated by Department of Health Care Services, Department of Managed Health Care and Centers for Medicare and Medicaid Services to provide legal written documents explaining contract between CCHP and members as well as material explaining how to use the Health Plan’s benefits. These documents can change regularly as laws and benefits on health care change. Contra Costa Health Plan’s utilization of Clarity Software Solutions has been steadily increasing due to a general rise in enrollment and the State mandated transition of the fee-for-services “Seniors and Persons with Disabilities” (SPD) population into managed care. Starting in June 2011, this transition of SPD’s alone is expected to bring an additional 10,000 Medi-Cal SPD members into the Plan. These increased enrollment trends are what necessitate and increase in the payment limit of this Purchase Order.

CONSEQUENCE OF NEGATIVE ACTION:

If this Purchase Order is not approved, CCHP will not be able to continue routine monthly payments to Clarity Software Solutions, Inc., as the current Purchase Order will expire 3/31/2012, and current available funds have reached the PO payment limit.
