RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–300–5 with Community Health for Asian Americans, a non-profit corporation, in an amount not to exceed $123,421, to provide Mental Health Services Act (MHSA) Community Services and Supports Program for the period from July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic extension through December 31, 2012, in an amount not to exceed $61,711.

FISCAL IMPACT:

This Contract is funded 46% by Federal Medi-Cal, and 54% by State MHSA. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing implementation of MHSA Community Services and Supports Program, including providing community-based services, personal services coordination, medication support, crisis intervention, and other mental health services to eligible adult clients in Contra Costa County.

On March 1, 2011, the Board of Supervisors approved Novation Contract #74–300–4 with Community Health for Asian Americans, for the period from January 1, 2011 through June 30, 2011, which included a six-month automatic extension through December 31, 2011, for the implementation of the MHSA Community Services and Supports Program.  
Approval of Contract #74–300–5 will allow the Contractor to continue providing services through June 30, 2012.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s clients will receive reduced access to community-based mental health services; assistance in coordinating medical, mental health, medication, and crisis intervention.
