RECOMMENDATION(S):

ADOPT Resolution No. 2012/7 to approve and authorize the Employment and Human Services Director, or designee, to execute a contract amendment (HI-1112-07, Amendment 1) with California Department of Aging to accept funds increasing the contract payment limit by $82,710 to a new limit not to exceed $390,192 and approve the corresponding adjusted budget, to provide Health Insurance Counseling and Advocacy Program services (HICAP) with no change in the term of July 1, 2011 through June 30, 2012.

FISCAL IMPACT:

County to receive $389,192 (includes Amendment 1 increase amount of $82,710) from California Department of Aging, Agreement #HI-1112-07, Amendment 1 (100% federal) (No County match)

BACKGROUND:

The Employment and Human Services Department, Area Agency on Aging, provides Health Insurance Counseling and Advocacy Program (HICAP) services to Medicare benefeciaries, including Medicare beneficiaries by virtue of a disability, and those persons imminent of Medicare eligibility as defined by Welfare and Institutions Code (W&I) sections 9541 (a) and (c)(2) and to the public at large for HICAP community education services under W&I Code sections 9541 (c)(1), (4), (5) and (6).  
  
The amendment increasing funds will allow additional HICAP service delivery.

CONSEQUENCE OF NEGATIVE ACTION:

Without approval for additional funding, HICAP services cannot be increased.
