RECOMMENDATION(S):

APPOINT the following staff to the Contra Costa Transportation Authority’s Countywide Bicycle and Pedestrian Advisory Committee:

Contra Costa County seat: John Cunningham, Department of Conservation and Development. Term Expiration: January 31, 2014

Contra Costa County-Alternate seat: Jerry Fahy, Public Works Department. Term Expiration: January 31, 2014

FISCAL IMPACT:

None. Staff time for this effort has been incorporated into the Department’s budget.

BACKGROUND:

In 2001, the Contra Costa Transportation Authority (CCTA) initiated preparation of their first Countywide Pedestrian and Bicycle Plan (Plan) and in 2009 the Plan was updated. At the outset of both of these efforts the Board of Supervisors made appointments to the Countywide Bicycle and Pedestrian Plan Advisory Committee (CBPAC) at the request of CCTA.

Recognizing the continuing role the CBPAC has in implementing bicycle and pedestrian policies and advising on related funding decisions, the CCTA has adopted a formal structure, procedures and bylaws for the CBPAC (See Exhibit A). With the formalization of the CBPAC, the CCTA is requesting that member agencies reappoint representatives or appoint new staff representatives (See Exhibit B).

Citizen members are included in the CBPAC, those appointments are being made by the Regional Transportation Planning Committees. The structure for the CBPAC is as follows (from the CBPAC bylaws):

One citizen and one staff person plus one alternate appointed by each of the four Regional Transportation Planning Committees
One staff person plus one alternate appointed by the County of Contra Costa
One representative plus one alternate appointed by the East Bay Regional Park District
One citizen representative plus one alternate appointed by the East Bay Bicycle Coalition
Two citizens appointed by the Authority, one of whom is familiar with issues of youth walking and bicycling and one of whom is familiar with issues of seniors and disabled non-motorized transportation.

Staff from the Department of Conservation and Development, the Public Works Department, and Contra Costa Health Services discussed and developed the recommendation seen above.

CONSEQUENCE OF NEGATIVE ACTION:

If the recommended action is not taken the County will not be represented on the Countywide Bicycle and Pedestrian Advisory Committee and the County's position will not be represented during the development of recommendations on planning and funding issues related to walking and bicycling policies in Contra Costa.

CHILDREN'S IMPACT STATEMENT:

The Countywide Bicycle Pedestrian Advisory Committee reviews policies and projects that support safe routes to schools.
