RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute an contract amendment with California Department of Community Services and Development for Low-Income Home Energy Assistance and weatherization program to change the contract end date from March 31, 2012 to new term January 1, 2011 through December 31, 2012 with no change to the payment limit $2,112,209.

FISCAL IMPACT:

100% Federal funds passed though State / CFDA # 93.568
U.S. Department of Health and Human Services

California Department of Community Services and Development

FISCAL IMPACT: (CONT'D)

CCC: 39-847-15

BACKGROUND:

The County receives funding from the State to operate a Low-Income Home Energy Assistance Program (LIHEAP) and weatherization program for eligible County residents. The Board approved receipt of funding for 2011/12 on March 15, 2011. The Board approved amendment #1 on April 12, 2011 to increase the payment limit as the state routinely releases partial funding at contract onset to be followed by additional allocations as the program year progresses.

A contract amendment was approved by the Board on May 3, 2011 to accept a new Exhibit B (Payment Provisions) to describe procedures for the County to obtain advance working capital for major purchases on behalf of the weatherization program. The third amendment added funds to the contract. This amendment seeks to extend the end term date and to add two exhibits to the contract:

Exhibit D Contra Costa County Economic Opportunity Council Board Roster
Exhibit H Contra Costa County 2011/12 Priority Plan for LIHEAP expenditures and production goals

Approval of this agreement will allow the continued provision of LIHEAP and weatherization services to program-eligible households in Contra Costa County.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the Department will not receive funding to operate LIHEAP in Contra Costa County.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department, Community Services Bureau energy program supports one Contra Costa County community outcome - Outcome #4: "Families that are Safe, Stable and Nurturing." This outcome is supported by the provision of home energy assistance to keep households warm in winter and to increase household energy efficiency.
