RECOMMENDATION(S):

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract between the City and County of San Francisco and the County of Contra Costa permitting Contra Costa County to receive FY 2010 Interoperable Emergency Communication grant program funds in an amount not to exceed $130,000 for the period June 1, 2011 through December 31, 2012.  
  

FISCAL IMPACT:

Approval of this contract will permit the County to receive $130,000 from the Interoperable Emergency Communications Grant Program. No County match is required except for equipment purchases, which require a 25% in-kind match..

BACKGROUND:

These Grant funds will be used to develop a Regional Tactical Interoperable Communications Plan and to improve the public safety radio communications among agencies in Contra Costa and Alameda counties. This Plan will incorporate and leverage the two new County Project 25 (P25) radio systems currently being built in Contra Costa and Alameda counties, known as the East Bay Regional Communications System (EBRCS).  
  
The source of funds is the Interoperable Emergency Communications Grant Program. San Francisco has been designated to serve as the fiscal agent for the the Bay Area Urban Area Approval Authority.  
  
The proposed contract would have an effective date of June 1, 2011 and be by and between the Contra Costa County, and the City and County of San Francisco, in its role as fiscal agent for the grant, acting by and through the San Francisco Department of Emergency Management.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not receive funds to continue improvement of the Public Safety Radio communications among agencies in Contra Costa and Alameda counties.
