Ralph Hoffman, resident of Contra Costa County, spoke on items I, III & IV. He said the press had not been accurate in its portrayal of Supervisor Piepho and her spouse recently; suggested increased fines for using a cell phone while driving to increase revenue; and commented on the difficulties and history of redistricting.

Rollie Katz, Public Employees' Union, Local One, urged the Board not to place too much emphasis on bond ratings, specifically in connection to using reserves when prudent; noted the importance of seeing equal sacrifice from the management levels in the 'flattening of the organization'; and reminded all that the employees are also residents of Contra Costa County, watching taxes and fees increase as their salaries decrease.

Marianna Moore, Human Services Alliances, acknowledged that economic times are very difficult and said the organization would like to work with the Board as partners in finding solutions.

There were no reports out of Closed Session.
