RECOMMENDATION(S):

1. RECOGNIZE Board Order Item D5 on December 16, 2008, and Board Resolution No. 2006/395 and 2006/792, to improve consistency in the composition, powers, and operations among the County's Municipal Advisory Councils (MACs), as recommended by the Ad Hoc MAC Committee.


2. REAPPOINT the following individuals to the Appointed Seats 1 - 5 who shall serve terms coterminous to the term of the District One Supervisor, which begins January 4, 2011 and concludes January 4, 2015.

Appointed Seat 3 -- Unincorporated North Richmond Resident Seat -- Maricela Navarro, 1862 2nd St, N. Richmond, CA 94801

Appointed Seat 4 -- Unincorporated North Richmond Resident Seat -- Joe Wallace, 1630 5th St, N. Richmond, CA 94801

Appointed Seat 5 -- Unincorporated North Richmond Resident Seat -- Willie Payne, 1533 Giaramita St, N. Richmond, CA 94801

3. DECLARE VACANT the Unincorporated North Richmond Resident Seat held by Michelle Chenault who sent in her letter of resignation following the November 2010 North Richmond MAC meeting.

FISCAL IMPACT:

None.

BACKGROUND:

The North Richmond Municipal Advisory Council s a seven member advisory body for the unincorporated areas of the North Richmond community. There are seven (7) seats, two (2) of which are currently vacant. The two vacancies are as follows:
1. Seat 6 -- Unincorporated North Richmond Resident Seat (formerly held by Michelle Chenault)
2. Seat 7 -- Either Incorporated or Unincorporated Resident Seat (formerly held by Lee Jones)
(NOTE: Refer to Board action "Adjustment to North Richmond Municipal Advisory Council Membership" of July 8, 2008 for residency requirement changes to Seat 7).

CONSEQUENCE OF NEGATIVE ACTION:

The North Richmond Advisory Council will not be adequately staffed and they will not be able to conduct business.
