RECOMMENDATION(S):

Approve and authorize the Health Services Department, or his designee, (Wendel Brunner, M.D.) to issue a 30-day advance written notice to County of Santa Clara, a government agency, to terminate the Bay Area Regional Immunization Registry Joint Powers Agreement #22-973, effective close of business on February 11, 2011.

FISCAL IMPACT:

None. This is a non-financial agreement

BACKGROUND:

On May 6, 2008, the Board of Supervisors approved the Bay Area Regional Immunization Registry Joint Powers Agreement #22-973 with the County of Santa Clara for the period from January 14, 2008 through January 13, 2012, including agreeing to indemnify and hold harmless all the parties from any claims arising out of the performance of this agreement. This Contract met the social needs of County’s population in that it jointly created and operated a regional immunization information system called the Bay Area Regional Immunization Registry (BARIR) to collect and share immunization related information for the purpose of increasing the vaccination coverage of the residents of the Bay Area.

Under Agreement #22-973, the parties established a Joint Committee to create and operate the BARIR, with County of Santa Clara designated as the Lead Agency, and to act as fiscal agent for BARIR. The County of Contra Costa and other Member Agencies collected, analyzed, used and shared information related to immunizations.  
  
Approval of this termination #22-973 will allow the Health Services Department to issue a thirty-day advance written notice to the Contractor, in accordance with article II., Paragraph 6. (Termination), that the Contract is terminated effective close of business on February 11, 2011. These registry services are now provided by the State.  

CONSEQUENCE OF NEGATIVE ACTION:

Not applicable.

CHILDREN'S IMPACT STATEMENT:

This program supported the following Board of Supervisors’ community outcomes: “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes included an increase in childhood vaccinations throughout the Bay Area.
