3. AUTHORIZE the Chair of the Board to designate one or more members of the Board as delegates from Contra Costa County to the National Association of Counties (NACo) Legislative Meeting to be held on March 5-9, 2011 in Washington, D.C. and to the NACo Annual Conference to be held July 15-19, 2011 in Portland, Oregon.
4. INDICATE that this RESOLUTION No. 2011/17 supersedes in its entirety Resolution No. 2010/484, which was adopted by the Board of Supervisors on September 21, 2010.
FISCAL IMPACT:
No fiscal impact to the County from this action.
BACKGROUND:
Each year when the Board of Supervisors reorganizes, the incoming Chair reviews and makes recommendations to the Board on committee assignments (Attachment I--Master List). The annual review of committee assignments is governed by a policy (Attachment II) adopted by the Board in March 2000.
Transmitted herewith are the recommendations of Chair Uilkema for 2011. These recommendations seek to provide policy oversight for all major County functional areas, balance the workload of the Supervisors, and consider some of the outstanding responsibilities and appointments of the Supervisors on regional and other bodies.
Chair Uilkema proposes that the Board consider the following modifications to the roster of committee assignments:
1. The ICLEI (Local Governments for Sustainability Cities for Climate Protection) appointment is proposed to be eliminated.
2. The ABAG Regional Planning Committee appointment term is proposed to be two years (rather than "Unspecified").
3. The ABAG General Assemblyappointment term is proposed to be one year (rather than "Unspecified").
4. The First 5 Children and Families Commission Memberappointment term is proposed to be two years (rather than one).
With respect to the National Association of Counties (NACo) delegate appointments, the Board has intensified its presence and participation in the state and federal legislative processes over the past several years, and to good effect. In continuance of this effort, the Chair requests that the Board authorize her to designate one or more Board members to attend the NACo Legislative Meeting in March and the Annual Conference in July.
