RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute, on behalf of the County, Novation Contract #74–210–7 with Bay Area Community Resources, Inc., a non-profit corporation, in an amount not to exceed $718,815, to provide school-based mental health services for Severely Emotionally Disturbed (SED) students and their families, for the period from July 1, 2010 through June 30, 2011. This Contract includes a six-month automatic extension through December 31, 2011, in an amount not to exceed $359,408.

FISCAL IMPACT:

This Contract is funded 62% by Federal FFP Medi-Cal, 33% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), and 5% by County Mental Health Realignment (required County match). (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing therapy, medication support, case management, outreach, and crisis intervention services to elementary aged students in Contra Costa County in order to reduce the need for out-of-home placements.

On November 11, 2009, the Board of Supervisors approved Novation Contract #74–210–6 with Bay Area Community Resources, Inc., for the period from July 1, 2009 through June 30, 2010, which included a six-month automatic extension through December 31, 2010, for the provision of school-based mental health services for SED Students and their families.  
  
Approval of Novation Contract #74–210–7 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2011.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED elementary school-aged children will not receive the mental health services that they need, and may require higher levels of service including possible out-of-home placements.

CHILDREN'S IMPACT STATEMENT:

This EPSDT program supports the following Board of Supervisors’ community outcomes: Children ready for and succeeding in school; Families that are safe, stable, and nurturing; and Communities that are safe and provide a high quality of life for children and families. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
