RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute a contract amendment with the California Department of Education to amend the minimum days of operation to 244 days for general childcare and development program services with no change to the payment limit of $2,792,455 or term July 1, 2010 through June 30, 2011.

BACKGROUND:

Contra Costa County receives funding from California Department of Education to provide state preschool and general childcare development services to program-eligible County residents. The Board approved receipt of funds for the 2010-11 program year on June 22, 2010. The state routinely amends the agreement within the program year to address changes to funding terms and conditions and to adjust days of operation, as needed.

The Community Services Bureau of the Employment & Human Services Department’s Child Development program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
