RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Oakland Private Industry Council to increase the contract payment limit by $55,000 for a total contract payment limit not to exceed $858,300 for increased American Recovery and Reinvestment Act (ARRA) funding to Workforce Investment Act Adult and Rapid Response services for classroom training in Clinical Lab Scientist education, with no change to the contract term of July 1, 2010 through June 30, 2011.

FISCAL IMPACT:

$858,300: 100% Federal Workforce Investment Act Funds; 75% Workforce Investment Act Funds ($603,300); 25% American Recovery and Reinvestment Act Funds ($255,000).  

CONSEQUENCE OF NEGATIVE ACTION:

Additional Dislocated Workers and adults will not receive Clinical Lab Scientist (CSL) Training.




BACKGROUND:

In Spring 2000, the EASTBAY Works Consortium, of which the Workforce Development Board of Contra Costa (WDB) is a member, selected Oakland Private Industry Council (OPIC), a member organization, to serve as procurement and pay agent for training vendors on behalf of all EASTBAY Works partner agencies. In this capacity, OPIC is responsible for contracting with and paying training vendors who provide Workforce Investment Act (WIA) related job and skills training to clients served by WDB.  
  
The Workforce Development Board of Contra Costa County has received National Emergency Grant (NEG) New United Motor Manufacturing Incorporated (NUMMI) funding to expand and enhance services to Workforce Investment Act participants. A core component of these services is the availability of occupational training. This allows the Workforce Development Board, its One-Stop Career Centers and its youth providers to continue regular WIA training services and to expand training services to NUMMI and other eligible dislocated workers who are or were employed by secondarily-impacted firms and suppliers to NUMMI.   
  
This Board Order authorizes the Director of the Employment and Human Services Department to increase the contract payment limit to OPIC by $55,000 from $803,300 to a new payment limit of $858,300. The Workforce Development Board budget modifications breakdown as follows: WIA Adult 223,000; WIA Dislocated Worker 230,300; WIA Youth 50,000; ARRA WIA Adult 115,000; ARRA WIA Dislocated Worker 100,000; National Emergency Grant (NUMMI) funds 100,000; and ARRA WIA Rapid Response $40,000.
