RECOMMENDATION(S):

ADOPT Resolution No. 2011/6 to approve and authorize the Employment and Human Services Director, or designee, to execute a contract amendment with the California Department of Aging to increase the payment limit by $89,065 for a new payment limit to County of $380,095 to provide Health Insurance Counseling and Advocacy Program services with no change in the term of July 1, 2010 through June 30, 2011.

FISCAL IMPACT:

County to receive up to $380,095 per California Department of Aging Agreement Amendment 1 (HI-1011-07). 100% State (All Districts) (No County match)

BACKGROUND:

The Employment and Human Services Department, Area Agency on Aging, provides Health Insurance Counseling and Advocacy Program (HICAP) services to Medicare beneficiaries, including Medicare beneficiaries by virtue of a disability, and those persons imminent of Medicare eligibility as defined by Welfare and Institutions Code (W&I) sections 9541 (a) and (c)(2) and to the public at large for HICAP community education services under W&I Code sections 9541 (c)(1), (4), (5), and (6).



CONSEQUENCE OF NEGATIVE ACTION:

Without funding authorization, Health Insurance Counseling and Advocacy will not be provided to Medicare beneficiaries including Medicare beneficiaries by virtue of a disability and those persons imminent of Medicare eligibility.
