RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–328–4 with The Devereux Foundation, Inc., dba Devereux Florida, a non-profit corporation, in an amount not to exceed $118,296, to provide a day treatment program and mental health services, for the period from July 1, 2010 through June 30, 2011. This contract includes a six-month automatic extension through December 31, 2011, in an amount not to exceed $68,448.

FISCAL IMPACT:

This Contract is funded 100% by a County subsidy. (Rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing mental health services in a residential day treatment program, to AB 3632-eligible Severely Emotionally Disturbed (SED) children, and their families, in order to keep them out of higher levels of placement.

In February 2009, the County Administrator approved, and the Purchasing Services Manager executed Contract #74–328–2 (as amended by Contract Amendment Agreement #74–328–3) with The Devereux Foundation, Inc., dba Devereux Florida, for the period from July 1, 2009 through June 30, 2010, which included a six-month automatic extension through December 31, 2010, for the provision of mental health services at its facility in Orlando, Florida.

Approval of Novation Contract #74–328–4 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2011, including modification to County’s standard indemnification language.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s client will not receive the treatment services required under the Federal Individuals with Disabilities Act (IDEA).

CHILDREN'S IMPACT STATEMENT:

This EPSDT program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
