RECOMMENDATION(S):

APPROVE the Bridge Deck Methacrylate Project and AUTHORIZE the Public Works Director, or designee, to advertise the project [DCD-CP#09-96] Project No.: 0662-6R4208, and  
  

FIND the project is a California Environmental Quality Act (CEQA), Class 1c Categorical Exemption, pursuant to Article 19, Section 15301(c) of the CEQA Guidelines, and  

  




RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and  
  
AUTHORIZE the Public Works Director to arrange for payment of $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.  
  

FISCAL IMPACT:

There is no impact to the County General Fund. This project is funded by Local Road Funds and Federal Funding 100% (11.5% Local Road Funds and 88.5% Federal Funding).  
  

BACKGROUND:

The project will apply a surface treatment on the decks of 23 bridges throughout the County to seal hairline cracks in the concrete bridge decks prolonging the useful life of the deck. Some bridges will also require one or a combination of the following routine maintenance activities: conform paving, joint seal repair, and spall repair. If necessary, bridges will be restriped after project activities are complete. The project is limited to existing bridge decks and approaches and any staging of vehicles will be on existing paved surfaces. No ground disturbance will occur and vegetation removal is not necessary. Contract specifications will require the contractor to plug all drains in the bridge decks and to use best management practices to ensure no project materials enter associated waterways. In most cases, at least one lane will be open for traffic, however, full bridge closures may be necessary in support of the project (one full closure is anticipated at this time). Work for each bridge (including preparation and restriping) is expected to last two to three days depending on bridge condition. Work will be limited to either night and/or-non-commute hours. For partial closures, one or two-way traffic control will be provided while work is being done. For full closures, detours will be provided. Detours will be approximately two minutes in duration.

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in loss of funding, and degradation of the bridge decks which may result in more extensive repairs at a later date.
