     Convene and call to order

             
    1.   Public Comment
  Art Jacobson, Fire District, spoke at Public Comment.
             
    2.   Board Operating Procedures and Communications (Supervisor John Gioia)
  The current operating procedures will remain in place including:

Items removed from consent will be discussed under Short Discussion item 2 (immediately following Public Comment); presentations will be limited to three per meeting; employee recognition will be quarterly; Closed Session will be scheduled from 9:00 - 9:30 a.m. for litigation items and at the noon hour for labor issues.

The notice "Presentations will belimited to 5 minutes each" will be added to the agenda wording. Departments will be advised that Presentations expected to exceed 5 minutes should be calendared as a Short Discussion item, and encouraged to provide educational materials on the matter to the Board in advance of the meeting.
             
    3.   Committee Procedures and Operating Guidelines (Supervisor John Gioia)
  Changes in meeting schedules for the Board of Supervisors standing committees are as follows:

The Family & Human Services Committee will meet the First Monday of the month at 1:00 p.m.
The Transportation, Water and Infrastructure Committee will meet the Third Monday of month at 1:00 p.m.
The Airport Committee meeting schedule is yet to be determined.
             
3 4.   Budgets and Key Issues for FY 2010/11  (County Administrator)

    5.   Fire Protection Districts Challenges for 2010/11 (Fire Chiefs)
  The Board examined current and projected future challenges facing the Fire Protection Districts, including budget reserves, a continuing decline in revenues, consolidation or reorganization of some districts, possible lower staffing levels and a possible limited need to hire a retiree or contractor for transitioning to a new board of directors, or interim technical and administrative support.

The following firefighters commented: 

Vince Wells, Gil Garavanties, David Stephens, and Charles "Mike" Price.
             
    6.   Expectations of County Administrator (Supervisors)
  The County Administrator's Office will draft a letter to the Federal Delegation in regard to the need for additional Stimulus Funding. 
 
The Board requested preparation of a "Pension 101" presentation for the Board, employees and the public, including separate presentations for the Sheriff and Fire Protection Districts.
             
    7.   Wrap up and Adjourn (Supervisor John Gioia)
  The Board made the following requests and suggestions:

1.  The memo presented to the Finance Committe by Employment & Human Services Department regarding facilities leased vs. owned will be forwarded to all Board members;

2.  The Conservation and Development Department will prepare a report to the Finance Committee on potential econdomic development opportunities and possible revenue increases;

3.  Library signage identification should reflect the name Contra Costa County in addition to its local site identification;

4.  The Employment & Human Services should produce a "Poster Child" program to illustrate the importance of better funds matching in those programs eligible or receiving partial funding from State and Federal sources.
             

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First Floor, Room 106, Martinez, CA 94553, during normal business hours.

The County will provide reasonable accommodations for persons with disabilities planning to attend Board meetings who contact the Clerk of the Board at least 24 hours before the meeting, at (925) 335-1900; TDD (925) 335-1915. An assistive listening device is available from the Clerk, Room 106.
