RECOMMENDATION(S):

APPROVE in concept, subject to the final recommendation of the District I Supervisor, the introduction of a ballot measure for the June 8, 2010 Primary Election to establish a parcel tax to fund one Resident Deputy Sheriff position to serve the unincorporated area of El Sobrante.  
  

AUTHORIZE the expenditure of up to $30,000 to reimburse the Clerk-Recorder, Public Works Department, and other County departments for costs incurred to conduct the election, the development of a legal description of the area, and printing and postage costs.  





FISCAL IMPACT:

The election is estimated to cost $15,000 and the development of a legal description is estimated to cost $10,000. In addition, printing and postage costs will be necessary to send impacted parcel owners correspondence regarding the proposed zone area. These one-time costs will be paid from the General Fund. The parcel tax will potentially generate $200,000 annually to support community police services in the defined area.

BACKGROUND:

In 2006, citizens in the unincorporated area of El Sobrante communicated interest in enhancing police protection services currently offered by the Office of the Sheriff. A working group composed of representatives from the community including the El Sobrante Municipal Advisory Committee (MAC), the El Sobrante Chamber of Commerce and representatives from the County including the County Administrator’s Office, Office of the Sheriff, and I have met to discuss the needs of the area and potential remedies.  
  
The proposed ballot measure will provide El Sobrante with a sustainable funding stream for a five-year period, in an effort to provide enhanced police protection services in that area. The one-time cost of preparing the ballot measure and conducting the election is a relatively small investment in an effort to establish a sustainable funding source for community police services.  
  
Today, I am requesting the conceptual approval from my colleagues due to the compressed timeline and significant amount of work required by staff to put the election together. These activities will require expenses to be incurred prior to the filing deadline.
