RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #26-661 with Planned Parenthood, Shasta Diablo, Inc., a corporation, in an amount not to exceed $1,214,000 for the provision of prenatal services for Contra Costa Regional Medical Center and Health Centers, for the period from January 19, 2010 through January 18, 2011.

FISCAL IMPACT:

This Contract is funded 100% by Enterprise Fund I through billings to third party payors.

BACKGROUND:

Under Contract #26-661, Planned Parenthood, Shasta Diablo, Inc. will provide, upon request of the County’s Health Services Director or his designee, its licensed and certified personnel to perform prenatal services to Contra Costa Regional Medical Center and Health Center (CCRMC) patients at leased clinic facilities located in Concord, Richmond and Antioch, through January 18, 2011. This Contract includes changes to County’s standard indemnification language of the General Conditions.

In early 2009, Planned Parenthood learned that it was subject to State reductions coupled with a loss of funding from First Five to provide prenatal care services. With the program’s closure it meant that a significant number of low income women in the county would either be without services or would be directed to County sites. Planned Parenthood and the County prenatal services have had an ongoing relationship in which we provide one on one education, provider backup, consultation and direction to Planned Parenthood’s midlevel providers for complicated prenatal care. At thirty six weeks of gestation, the care all of these patients are transferred to CCRMC in preparation for delivery.  
  
Due to the impaction that exists in CCRMC, it was apparent that we could not provide services for this population. After significant planning and analysis of the problem, we concluded that it would be feasible to offer services by using a portion of Planned Parenthood’s existing staff and locations (on a contractual basis) under the direction of CCRMC medical administration. This action would allow the County and Planned Parenthood to continue providing prenatal services for this community in a financially responsible way.
