RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the East Bay Community Scholarship Fund in an amount not to exceed $357,860 to provide school supplies necessary to assist low income students in Contra Costa County achieve academic success and gain confidence for the period of January 1, 2010 through September 30, 2010.

FISCAL IMPACT:

$357,860, 100% Federal American Recovery and Reinvestment Act (ARRA) funding. (All Districts)

BACKGROUND:

The School Supply Initiative (SSI) Program will assist low income students by providing them with grade-appropriate school supplies they desperately need to take full advantage of their education. SSI uses the Free and Reduced Lunch Program (FRLP) as the threshold for eligibility into the program as districts are required to provide FRLP to qualifying children based on federal poverty level standards (at or below 185% of the Federal Poverty level) and/or SSI will use the standard of verifiably below 200% of the Federal Poverty level.  
  
  
The primary goal of the program is to provide school supplies and materials necessary to assist low income students to achieve academic success and gain confidence, as well as a sense of empowerment and belonging early in their academic careers. The SSI program will initially provide over 14,000 low income Contra Costa County students with grade-appropriate school supplies that they would otherwise go without.  

CONSEQUENCE OF NEGATIVE ACTION:

CHILDREN'S IMPACT STATEMENT:

The program will support two of the community outcomes established in the Children's Report Card, 1) "Children Ready for and succeeding in School" and 2) "Children and Youth Healthy and Preparing for Productive Adulthood" by assisting low income students to achieve academic success and gain confidence as well as a sense of empowerment and belonging early in their academic careers.
