RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute Cooperative Agreement No. 05E.02 with Contra Costa Transportation Authority for the East County Corridors funding category, as recommended by the Public Works Director, East County area. (100% Measure J Funds) Project No. 0662-6R4254.  

FISCAL IMPACT:

There is no fiscal impact to the General Fund. Contra Costa County is to receive funding in accordance to the cooperative agreement, in amounts shown in the Program of Projects in the 2009 Measure J Strategic Plan.  









BACKGROUND:

The Vasco Road Safety Improvement Project is being funded through federal stimulus, federal earmark, Proposition 1B, Measure J and other local funds. The project is eligible to receive funding under the East County Corridors funding category included in the Contra Costa Transportation Sales Tax Expenditure Plan. The Draft 2009 Measure J Strategic Plan provides $647,000 for the completion of the Vasco Road Safety Improvements project. Contra Costa County has submitted a Request for Appropriation of Funds dated November 17, 2009 and an overall financial plan for the project. The Contra Costa Transportation Authority has found the request consistent with the Expenditure Plan and will appropriate the funds to fund construction and construction management of this project.  
  
Cooperative Agreement No. 05E.02 in conjunction with Resolution 09-58-P will allow Contra Costa County to begin incurring expenses against Measure J funds.  

CONSEQUENCE OF NEGATIVE ACTION:

Cooperative Agreement No. 05E.02 will not be approved and authorized, and will eliminate a funding source contributing to the completion of this project.
