RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute, on behalf of the County, Novation Contract #74–320–4 with The West Contra Costa Youth Service Bureau, a non-profit corporation, in an amount not to exceed $475,381, to provide school-based mental health services to Seriously Emotionally Disturbed students in West County, for the period from July 1, 2009 through June 30, 2010. This contract includes a six-month automatic extension through December 31, 2010 in an amount not to exceed $237,690.

FISCAL IMPACT:

This Contract is funded 62% by Federal Medi-Cal, 35% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), and 3% by West Contra Costa Unified School District (WCCUSD). There is no cost to County.

BACKGROUND:

This Contract meets the social needs of County’s population in that it provides school and community based mental health services to County-designated Seriously Emotionally Disturbed (SED) elementary, middle school, and high school students within the WCCUSD, and their families.

On January 27, 2009, the Board of Supervisors approved Contract #74–320-2 (as amended by Contract Amendment Agreement #74-320-3) with The West Contra Costa Youth Service Bureau, for the period from July 1, 2008 through June 30, 2009, which included a six-month automatic extension though December 31, 2009, for the provision of school-based mental health services to Seriously Emotionally Disturbed (SED) students in West County.  
  
Approval of Novation Contract #74 320–4 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2010.  

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
