RECOMMENDATION(S):

APPROVE Appropriation Adjustment No. 5039 authorizing new revenue in the Sheriff's Office (0255) in the amount of $294,408 from the California Emergency Management Agency (CalEMA) and appropriating it for personnel and equipment costs to participate in the Bay Area Region-California Multi-Jurisdictional Methamphetamine Enforcement Team.

FISCAL IMPACT:

This action increases revenue and appropriations by $294,408. There is no change in net county cost.

BACKGROUND:

The California Multi-Jurisdictional Methamphetamine Enforcement Team (CALMMET) is a task force composed of representatives from law enforcement (local and state), prosecution and probation. The task force works collaboratively to target, investigate, arrest and prosecute mid- to major-level traffickers of narcotics and dangerous drugs.

CALMMET works to disable individuals and organizations capable of manufacturing and trafficking large amounts of methamphetamine. Through vigorous investigations and prosecutions, CALMMET reduces the demand for the drug by making it less available and therefore driving up the cost. This project provides assistance to local agencies for long-term investigations, which don’t have the resources to investigate. CALMMET continues to identify clandestine laboratories and suppliers of the chemicals and precursors necessary to produce methamphetamine.  
  
CALMMET benefits the entire community, as it supplements existing law enforcement and prosecution efforts by attacking high-level drug traffickers who would not normally be addressed due to lack of resources. This project reduces the manufacturing ability, availability and usage of methamphetamine in Contra Costa County by making it difficult for major drug dealers, traffickers and manufacturers to operate. The revenue provides funding for a full-time deputy and extensive specialized training and equipment for the Sheriff’s participation in the program.
