RECOMMENDATION(S):

APPROVE and AUTHORIZE the Interim Fire Chief or designee, Contra Costa County Fire Protection District ("District"), to execute a Contract Amendment/Extension Agreement with Christopher C. Suter to continue to provide services as the District's Telecommunications Manager. The payment limit is increased by $70,000 from $170,200 to a new total of $240,200 and the term is extended from December 31, 2009, to June 30, 2010.

FISCAL IMPACT:

The payment limit is increased $70,000 from $170,200 to a total of $240,200 and is incorporated in the Contra Costa County Fire Protection District's current FY 2009-10 budget.

BACKGROUND:

Mr. Suter has been serving as the Contra Costa County Fire Protection District's contractual Telecommunications Manager since July 21, 2008, due to a resignation. This is a key management position which oversees and manages the operation of the District's Communications Center and provides other radio/communications technical expertise. The District's Communications Center represents a critical component in the ability to provide around-the-clock emergency services as it dispatches crews and those of five (5) other fire agencies (contractually) to fires, medical calls, rescues and other emergencies.

Attempts to fill this position with a quality candidate have been unsuccessful. Most recently, candidates were interviewed, from an employment list generated by the County Human Resources Department, and an offer was made to an individual which was declined. The District is working with Human Resources to start another recruitment to fill this position.
